Is there a national water treatment operator license?
No. There is no federal water treatment operator license, and EPA will not mail you a card. The Safe Drinking Water Act made EPA set a floor for state programs. Your certificate still comes from a state board.

What does the first year on a plant look like?

If your plant will not let you log hours toward a certificate, you are in the wrong plant. Ask in the interview.
How do operator grades and classes work?
Grades and classes scale with plant complexity and size. The names are not national. California uses treatment grades. Texas uses letter classes. Georgia runs a professional licensing board with its own titles. The idea is the same. Bigger or harder plants need a higher certificate, and a higher certificate needs more experience, more education, or both.
Your facility is classified by the state drinking-water program. That classification, not your ambition, sets the minimum operator grade that must be on shift or on call. Working at a Class 1 groundwater system will not magically qualify you to run a conventional surface-water plant.

What is on the water treatment operator exam?
The exam is mostly process, math, disinfection, and rules. Expect unit conversions, detention time, feed rates, filter loading, and chlorine demand. What safety and drinking-water rules hit new operators?
Two rule stacks hit you at once. Drinking-water quality rules, and workplace safety rules. New operators often study only the first stack, then walk into a chlorine room unprepared.
